A funeral service is scheduled for Monday, October 8, at Sacred Heart of Jesus Parish, 1101 Willow Street, Peckville, with Mass of Christian Burial at 11:00 a.m.

Friends may call at the church from 9:30 to 10:30 a.m. Arrangements are by the Frank T. Mazur Funeral Home, Dickson City.

In lieu of flowers, donations can be made to the American Parkinson Disease Association, 135 Parkinson Avenue, Staten Island, NY 10305, or online.

Arthur E. Manuel, 76, died Tuesday afternoon at the Green Ridge Health Care Center in Scranton. His loving wife of 56 years, JoAnn Amico Manuel, was by his side.

Born in Ickesburg, PA, Art was the son of Frank and Virginia Powell Manuel. A resident of Peckville, he graduated Dunmore High School and attended Temple University and was an alumnus of the University of Scranton, graduating Suma Cum Laude with a Bachelor of Science degree in Accounting. He went on to enjoy an illustrious 33-year career at Pocono Downs Race Track, where he served as Auditor, Controller, and ultimately, General Manager/CEO. He helped implement inter-track wagering—the Downs was the first in Pennsylvania to have it and telephone wagering. He also oversaw the development of off-track betting parlors in Allentown, Erie, Carbondale, Hazleton and Stroudsburg. Upon retirement, he was appointed by Governor Rendell and spent eight years as an appointed commissioner to the Pennsylvania Harness Racing Commission.

Art valued family more than anything else in this world. A devoted husband, father, grandfather, great-grandfather, brother and mentor, he worked tirelessly to provide for his loved ones and give them every opportunity to succeed. He was a humble man, who felt strongly that one should always do for others without expecting anything in return. Indeed, Art lived his life to the fullest, warming the hearts of all those who knew him.

He is survived by his wife JoAnn Manuel; daughter Lori and husband Barry Ketz; grandchildren Emily and Elliott Ketz, Brittany Manuel, Tiffany and husband Adam Doering; along with five great-grandchildren; as well as brothers James, John and Gayland.

He was preceded in death by his son Arthur V. Manuel, who passed away in April 2018; parents Frank and Virginia Manuel, and brothers Doug, David, Alfred and Lyle.

His family would like to extend their deepest gratitude to the Green Ridge Health Care Center for the exceptional treatment Art received during his time there. The staff members were gracious, kind, and most importantly, respectful of Art’s wishes. We would like to acknowledge all of the support of his sister-in-law Peggy Manuel and son Brian Manuel.
